Mark A. Havens currently serves as General Counsel for Texas Land Commissioner, George P. Bush. In that capacity, Mr. Havens manages the legal division of the Texas General Land Office with oversight for the Texas coast, oil and gas leasing on thirteen million acres of state owned lands, and a myriad of other issues dealing with land patents and title from the sovereign.
Mr. Havens began his legal career as an associate with Harbour, Smith, Harris and Merritt in Longview, Texas before serving as the Director of the Oil and Gas Legal Section at the General Land Office.
Mr. Havens received both his undergraduate degree and a Master’s in Public Policy and Administration from Baylor University prior to graduating from South Texas College of Law.
Mr. Havens speaks frequently throughout the state on topics related to riparian and littoral boundary disputes, the development of oil and gas on state owned lands, and legislative impacts to the energy sector.
