Billy Phenix is a legislative consultant who advises and lobbies on a number of issues, including health care, financial institutions, insurance, oil and gas, electricity, land use, regulated industries, local governments, water and taxes. Prior to becoming a lobbyist, he worked as an attorney and special assistant for a Texas Governor, Lt. Governor, State Senator and Senate Committee. He is also a native Austinite.
